what's the point of a resume cover letter?

Resume should be a general document that points out high-level aspects of your experience. Cover letter allows you to specify focus areas that specifically apply to this position.

 

Is the cover letter supposed to be formal, or a little more relaxed?

More of a business letter format. Heading, introduction, content, salutation,,, should be lots of examples on-line
