that 70ish pounds of fuel/water in two cans on the low side.. the number of handles does not designate the contents.

I don't know why, but the mwc always has a single handle in the middle. The mfc has three. Either way, you've got to be pretty stout to carry 4 full cans of gas. I think their intent is just so it's easier to transport and move around the empty cans, as well as make it easy to hand off to another person. But you would think that this logic also applies to the water cans...

Too much to list, but enough to get me in trouble. Repeatedly.
Sorry, but you are wrong on both accounts.
Large-opening swing-handle-lid metal cans from the US military are for water. The fuel cans were identical to the old metal Scepter cans, in that they had a smaller threaded opening, and a screw-on cap that had a metal lanyard attached to the handle so it wouldn't get lost; the threaded opening was so a spout could be attached and be used to fill a vehicle. Think about application: how likely is it that the military is going to use a wide-mouth can to pour fuel into their vehicles? Spillage is going to be significant.
Being the owner of six military metal fuel cans and four military metal water cans, all of which I use, all of which my dad personally used during his time in the Navy 50 years ago, I can say FOR CERTAIN that both cans in your pic are for water.
As for handles: the military, being an excellent designer of equipment, designed three handles for all their metal cans. Very easy to carry four at a time (usually empty, but occasionally full).
As for weight, water is about 8#/gallon, and gasoline is around 7#/gallon. A twenty-pound difference between four cans is insignificant in terms of carrying ability when one is talking about carrying around 160 pounds at one time. As far as ability goes, I can, have, and do carry four full cans at once......and I'm only 148# myself. I doubt there's a Marine out there who can't carry four full cans at one time.

The seller has been around since 2001 and has 5 star reviews so I'm assuming it's legit.

Looks like it's just open package straps. Supposed to be new, but may have a dirty or damaged storage bag.

Packaging Condition Details: Open Packaging, PACKAGING MAY VARY. THE RECOVERY STRAP WILL BE BRAND NEW BUT THE RETAIL BAG COULD BE DIRTY OR TORN.
