Juice to Fuses of sockets are only "on" after ACC/IGN.

I have that exact plug in the pic.... leave it in all the time. As stated above, no juice unless ignition is on.

I'd avoid cheap units, they tend to burn out circuitry inside & pop fuses. Had several so it in my 2012 Tacoma.

Anker seems to be good quality, I have several of those USB plugs, battery banks & Bluetooth speakers and all have been top notch.

I have one kind of like that. It’s been plugged in since the end of March.

My random Amazon find shows battery voltage and has been a champ for the past 2+ years!

The 12v sockets in your truck are only powered when the truck is in Accessory or Run. When the truck is off, so are the outlets. I have a Samsung USB charger in my centre console. For the last 7 years it has not given me any issues and has not caused any issues with the truck.

I had an Anker 4 port charger like that I still sometimes use but since the Tacoma has enough ports in the console and dash I don't use it so much.
I used to leave it plugged in in my old Jeep Liberty that had the power outlet hot even with the ignition off to charge my work phone overnight or to charge BT speakers when I was camping. It never drained my battery since I drove it regularly. Being how the Taco is wired so it's only on in accessory or run you shouldn't have any problems leaving it in.
