I may have just wasted my money (although I can return to Amazon) but does the adapter only read codes for the 2nd gen? I bought it for the customization of chimes, key fob, etc.

Anyone with a 2nd gen had this work?

I couldn't get it to work with the carista app and an Amazon obd dongle

Techstream is what the dealer uses and you can get setup with that yourself for $30 or so. At least according to the info around here that outlines how to use it.

I bought mine off of ebay. Just need to make sure you buy the cable for the correct bit your OS runs at, 32 or 64 bit.

I ran techstream on my 2014 Tacoma and turned off the seatbelt chime. I did this to my 2017 Tacoma too, when I had it. Carista also seemed to work on the 3rd gens, just not the 2nd.
