CBI T3 installing OEM fog lights

Any help would be greatly appreciated. I’ve watched videos posted on YouTube explaining installation and also looked over other T3 bumpers on this site and the fog light bracket I have does not match other T3 bumpers. It sets almost 45 degrees across the hole and doesn’t allow room for the fog light. What am I doing wrong?
