I have a 2021 SR 5 and I would like to go up to 17” wheels because of selection.
What kind of problems might I incur with this move ? Rubbing ?
Any over-reaching problems that I will have to deal with ?

The tire calculator will help you visualize the change.

And you can certainly run the same size tires that come standard on the 17" wheeled Tacomas

Have you looked extensively at 17" tire selections? I think just the opposite. I have 17s and am not finding near the tire selection. However Michelin is all I care for so maybe it's me that has limited myself to selection, but the internet magical tire-finder guides are not so abundant in tires for 17s regardless of brand.
