The previous owner added the chrome strips along the sides to cover the chipped paint. I am not one for chrome so I was wondering if there was anyway I could paint them flat black. Is it possible to powder coat them?

Plastidip! get it at home depot in the spray paint section. It covers chrome very well

More than likely they are not actual chrome on metal, it's probably a chrome on plastic for those strips. In that case NO you cannot powder coat them, but as the ^ poster above said, you can Plasti-Dip it.
