I have a 2001 4x4 5VZ-FE Tacoma with a crank no start situation. Fuel pump/tree, Mass airflow sensor, Relays, Fuses, even ECU has all been replaced. Both wires (W-R) going into Circuit opening relay only get 1 volt at start position. Do I need to check a specific ground? Do I need to replace the Heated Oxygen sensor, Idle air control valve, Air fuel ratio sensor, EVAP coil, Vapor pressure sensor? Looking down line at anything that could be consuming the power. Jumping 12v to fuel pump doesn't allow vehicle to start either. Thank you in advance.

Don't start replacing more stuff, you need to find where your losing power at. The parts cannon is not the answer, get a test light and do some checks.

Does your check engine light come on with the key on?

Do you have good power at Pins 1 & 5 at the EFI Relay with the key on?

I would check the voltage at the PCM B+ terminal by back probing then unplug that connector and check again. Wiring... it is a hair pulling exercise. Cut the circuit in half meaning find a connector half way through the circuit and disconnect it, if the voltage jumps to battery volatge you have just eliminated everything down stream of that connection. I hope this makes sense.

Here are the ECM connectors if you test powers and grounds.

EFI pin 1 and 5 have power. I checked the B+ at the ECM and no power. I jumped the EFI pin 5 to 3 and made sure power is on. Still no power. Checked J/B 3 plug 3E at pin 1 and no power from EFI pin 3 with the jumper. A break in the wire at connector IF1. Replaced wire and now we are running. Now I am stuck in first gear and also while pressing the breaks all exterior lights come on. Thanks for the input and suggestions!
