Cluster light question

    I've got a weird question;

    Recently cleaned the inside of my truck, while I was wiping down the dash (I only use a microfiber cloth because I don't like shiny dashes) I rolled back the little dim switchy thing for the dash lights.

    Now, from what I remember, if the truck is running with the park and head lights off the cluster lights are on, and you can't dim them? Am I correct saying this? I know I've been in parking lots during the winter with the truck running getting blinded by the cluster lights...

    I also seem to remember the cluster lights dimming with the rest of the lights.

    When I have my dim switch rolled all the way up my cluster is lit (including the odo bar) and if I turn my lights on the odo bar dims, but the cluster doesn't...

    I tried to explain it best I can.. bare with me.

    This isn't the biggest deal in the world but I can't help but feel it's not working properly.

    The things I did to the truck that day;
    -Cleaned the inside (only using wet cleaners around the cup holders and carpets, none up around the dash)
    -Replaced the tail lights (the little tabs broke off mine. Replaced with 2012 tails, same style as were there before)
    -Changed a head light bulb.

    My truck is a 2009 SR5 4cyl 5spd.
