Funny how people automatically replace the EGR valve for any EGR-related problem. They are very easy to diagnose and rarely fail . The other parts are pretty hard to diagnose, however.

One other part that could be the problem, is the EGR temperature sensor that is detecting the excessive flow. It could be faulty. I had a P0401 code, and after ruling out the EGR valve, I found out that the sensor was my issue. I removed it, cleaned the crusty residue that was on it, and re-installed. Problem solved. Mine was for insufficient flow, though, not excessive.

The EGR vsv could be faulty, or the modulator.

You should be able to find a modulator at a picknpull yard for cheap.

Took out the VSV for the EGR and it tested bad. Called the dealer and they wanted around $130 for it. Found it at https://www.rockauto.com/catalog/x,carcode,1357578,parttype,4980 for $40 with shipping :D. Looks like they had the widest selection of emissions parts compared to Toyota Parts Barn and Auto parts warehouse.
