Im assembling some 3rd gen pull offs and was wondering if the washers under and over the top hat are identical?

I can’t get the spring compressed enough so I’m going to drop this off at a shop. Just want to have my ducks in a row. Thanks

I beleive that If there is a thicker one then usually its on top of the tophat.
