I wouldn't take this as hard evidence but the Grind Hard Plumbing guys said something similar recently on Youtube. Ethan bought a parcel of land that's accessible via Forest Service road and mentioned in a video that owning that land gave him the right to improve the road.

This is the closest thing that I could find to mentioning the "rules" around building a road to access or on a mining claim.
From the BLM Mining Claims Informational Packet:https://www.blm.gov/sites/blm.gov/files/2020_CO_MiningPacket_JanRevise.pdf
Seems like a very grey area and potentially requires it to not disturb the land from other users. Since access is arguably easier to the lake it will be weird to see what comes of this.

On a scale of 1-10 how hard is it to replace the radiator in my 04?

The removal/replace process seems simple enough it’s just that I’ve never done this, so my worry is having air in the system, FUBARing everything.

Apart from the physical replacement it should just be no different from a regular coolant drain/refill. Normally not a big deal, although last time I did one on a 5VZ the air bubbles put up a fight.

Anyway, an air bubble won't immediately break things. It might cause the engine to overheat, but you can see that and shut it off before causing any damage.

It's super difficult, involves draining the fluid, removing two hose clamps and maybe two tranny lines if you are shiftless. 4 bolts to remove the radiator, dump it in the trash and reverse the process. Fill the fucker and run it until it burps.
Might involve getting your hands dirty and possibly laying on the ground for a few minutes.
Good opportunity to use one of them fancy ratchets that you claim to collect.

I don't think anyone here is old enough to get that reference.

    *virtual fist bump*

Only issue is, I need the truck on Tuesday to move my kid up into the dorms.

So this either has to wait until after that in case the fucker doesn’t burp after using one of my fancy $15 ratchets, and placing it back in the fancy plastic holder you made…

The entire job should take a novice about an hour. If you can change your oil, you can prolly handle this.
As far as burping, it's not necessary on these trucks, just fill the reservoir and when the system gets to temp, it'll pull in what it needs. Just be sure and refill the reservoir.

Refill it as the truck is running and hot? Or wait until it’s cooled down?

And just an FYI: I have a fancy grill that doesn’t allow access to the lower bolts, so it’s gonna take me longer :)

It's only Wednesday...6 days should be ample time for this even if you totally fuck it up. And you can be all proud of your work and shit when you get it done. :D You'll have just a smidgeon more confidence for the next mundane repair.
Common sense on the refill, you can fill the res at any temp, prolly should let the thing cool if removing the radiator cap. Basically, if things burn when you touch them, let it cool.
The radiator cap has to get hot enough to open so it can pull fluid in from the res.
Or you can do it like we did back in the day and get yourself a Prestone flush and fill kit. Those are a total pain in the ass and require cutting of the upper heater hose and prolly more questions and which end of the knife to use.
In the time this Q&A has been going on, you could have been done :D

I would recommend getting a new upper and lower radiator hose, I'll give you that much help.
