    I could be wrong but im sure its from the repetive high rep heavy weights that increase your heart rate consistantly so much that your veins strech from the amount of blood being pumped through them, Especially when your muscles need more blood your veins contract to the size that will give you enough blood into to your muscles. I think its just like when you get really super angry or you raise your blood pressure in anyway you will see veins pop out in common places like the forehead and neck. I could be wrong though
