    If the Mini will let you handle things via your phone and Bluetooth, then I would definitely recommend one.

    I have an older version from when they were made by DeLorme, and I love it. The month by month billing is a good option and the messaging is a game changer. The tracking feature is pretty awesome too.

    Rakuten is like Amazon - They have different vendors.

    Rakuten is in California, the vendor that sells that specific Garmin is probably in your state as well.

    Try selecting a different vendor to get around the sales tax.

    Search "Garmin InReach" and you'll see multiple results. Each different result is a different vendor. Play with the different selections and see which one doesn't charge sales tax.

    On the device alone, you can still send your pre-set messages, trigger an SOS, or (slowly) type out messages. It’s just easier/faster through the app on a paired phone.

    Personally, I would go with the non-mini. I hate all the bullshit of pairing with Bluetooth (that never works well for me - even when my job was testing hardware I could rarely get it to pair)... The last thing I want in the wilderness is my phone not next to me and the InReach (or similar) and need the phone to actually use the device...

    In reality, a real PLB is better off for most cases of real emergency... These "toy" PLBs are great if you have someone that is more comfortable with you in the outdoors when it continuously pings your location off to somewhere they can track where you're at.

    Hey, they don't just discriminate against motorized vehicles, they hate most mechanized transportation including mountain bikes.

    I will say, from personal experience, being able to communicate two-way with SAR via the inReach is pretty darn useful.
