Try the radiator cap first. I had a 1998 corolla that had the same problem. The coolant was slowly evaporating through the old cap. Now I change caps about every 5 years. This may not be the problem, but if the cap is old, it should be replaced anyway. Good luck.

coolant should be between low and full mark cuz it fluctuates with temperature

Question regarding the block test (leak test). Can I use the reservoir tank instead of the radiator cap location? I tested both but at the radiator cap location, I didn't remove enough coolant so the tester was above the tip of the cap.

I bought a siphon last night and was able to use the radiator cap. Good result so far.

Did Toyota replace this for $70, or was the part $70 and you did the work?

New radiator cap was going to be my first suggestion too. Also, it's a different application but I just replaced the timing belt and water pump on my wife's Sienna. The weep hole in the water pump had a lot of dried pink coolant crusted under the weep hole.
    Just another thought.
