Could I make the argument my prerunner is more capable in the snow then a stock 4*4

    I agree. How could a Prerunner be MORE capable? Not possible, in my mind.

    This one time.....at band camp, we had a counselor show us how his corvette handled in the snow. WAY better than a 4x4!!!!!! Thing handled better than a CBR 1000
    AND THAT IS SAYIN SOMETHING!!!!

    Who's the target of that argument? The police at checkpoints requiring chains? If so, you'll never win. The rules (chains on all 2wds) are fairly firm. As for my opinion, I agree a 2wd with good tires and a good driver is almost as good, if not better, than a 4wd with either bad tires or a bad driver. Of course, by the same token, a 4wd drive with good tires and a good driver can do wonders.

    That said, I did get stopped once on a motorcycle at one of these checkpoints (I-5's Grants Pass in Oregon). The cop thought we (wife & myself) were absolutely nuts, but there was no rule concerning chains and motorcycles. He told us to go on (after trying to talk us out of it) and we proceeded, sometimes no faster than 2-3mph with both feet out to avoid sliding down on the ice. As you can see, we made it (but I'd certainly never try that again).
