Could be sleeve material, never seen one so no idea how thick they are.
Is the current shop going to pull it off?

California Bureau of Automotive Repair, they investigate hacks & shady practices, & try to keep shops honest....
They may even tell them to refund or make it right, etc....
Shops dont like pressure from the BAR.....
It becomes publicly known if theyre spanked, its like failing a restaurant health inspection...

I agree on the ac ducting tape.....
If it is some sort of foil tape shim to take-up the wear on the crank & tighten everything up after they jb welded the keyway in...
The owners being honest, "they didnt use a sleeve"
They did even worse than that....

Thats what I thought too. Looks like it was jammed in there and they sent it home with the bolt. Almost looks melted.

Have no idea what's going on with the threads in the crank snout for the center bolt.
I dont like what I see....
But getting a detailed pic of the threads isnt what they were after....
    The threads look minimal....
Not sure if theres liquid pouring out of there...
Almost looks like the hvac ducting in there to, of just a distorted pic & that just a clean crank & no threads...

I only see like 2 maybe 3 row of threads in the crank center hole, that cant be right...
as stated maybe just an illusion, not the best pic.
or overtightened & tore-up the threads...

Heres another aspect to beat a dead horse...
He offered you a 5k warranty...

When I perform an engine repair on a vehicle at dealer level, I have to warranty it for 3 years / 36k....
Just like the warranty that came with the vehicle when it was new....

When they fuck up your crankshaft and then say their "repair" is guaranteed for only 5k miles..?

That tells me everything i need to know about that shop. That's ridiculous

    Heres a question...
If the shop owner after youre heated discussion is claiming they didnt use a sleeve.....

Did you call him out & asking what the Wrigley's Spearmint gum wrapper hanging out is?

    His response???

His response was comical. Literally he said “I don’t know what that is, but the crank isn’t your issue, bring the truck down here and we’ll check it out.”

To which I laughed and replied “You guys aren’t touching my truck again.”
