I want to thank everyone again for helping me.

I will look for a non led test light and test grounds again.

I did find out some more back ground info from my friend.
The truck sat at the mechanic's shop for months and during that time the battery went dead and was left dead for a very long time. The battery was replaced with a good used one. It tested good and I keep it on a float charger when I'm not working on it.

I do have the old ECM

Is that just from the connector to battery negative? If so... there's your problem lady (or at least a problem)!

All 3 should be 10 kΩ or higher. VC/E4-23 looks like it passes.
    The other 2 do not.

I’ll wait and see what @Dm93 has to say here.

I'd stick it in and see if you still have 0V on the 5v Ref wires.
Do you know what happened to the truck prior to it not starting? Did it die going down the road or did it just not start one day or what?

Technically they all pass if your meter was reading OL Mohms on the other two although I am wondering where the 14 Kohms is coming from if everything is unplugged.

Ok, @TnShooter has correctly identified an error in the pinout of the test (I actually accidentally posted the 5v Ref test for the v6 engine:facepalm:), VC is actually connector E4 Pin 18 Blue.
That explains the 14 Kohms, you were actually testing the IGTF circuit not the VC circuit.
Here is the correct one, I corrected it in my previous post as well.

Did you try the old pcm and see if you still have no 5v?

    Powers:

    E8 Pin 1 Black
    E8 Pin 3 Blue
    E8 Pin 7 Green
    E8 Pin 9 Orange

    Grounds:

    E4 Pin 3 Brown
    E4 Pin 6 White/Black
    E4 Pin 7 White/Black
    E5 Pin 3 White/Black
    E5 Pin 4 White/Black
    E5 Pin 7 White/Black
    E8 Pin 22 White/Black
    E8 Pin 29 White/Black

    5 V Ref:

    E4 Pin 18 Blue
    E8 Pin 26 Red
    E8 Pin 27 Blue

I can't think of anything else that would cause a no com and no CEL if powers and grounds are good and the 5v ref wiring is not shorted you should have 5v on that wires and it should talk, everything points to a bad PCM (just very strange to have 2 bad ones).
Just to verify the CEL works you can ground E7 Pin 30 Brown with your test light and see if it lights up, if you have access to depinning tools you could de-pin the 5v wires 1 at a time and see if you get your 5v back just to 100% verify no shorts.

Will your scanner communicate with other modules on the vehicle?

Surprisingly, I'm able to communicate with ABS and Airbag system. I will get everything tested and report back.

This is where I ordered the PCM from https://www.ebay.com/itm/124524691870?ssPageName=STRK:MEBIDX:IT

I could order another PCM as a last resort. Where is the best place to order one from?

That tells me the CAN network is functioning.

Unless we're missing something I'm out of ideas, if a Toyota tech would like to chime in with any other suggestions that would be nice.

If you have the ability to write the VIN and reset the immobilizer (not sure if there's any other setup required) I'd say grab a used one off hollander parts.

I can get a power probe if need be. I have never used one on any testing. I think I may be on to something if I don't have power on E8 Pin 1 black. All fuses check out good.

Did you test it with the PCM plugged in? That pin gets power from the EFI Relay which is controlled by the PCM by applying power to E8 Pin 8 Green/White

That’s all I see as well.

The E8-1 is the main power supply for the ECM. No need to go any further until we get power here.
If the ECM was plugged in, it might be worth checking the power and grounds at the EFI Relay.
Other than that, I’m out of suggestions.

E8-1 Black wire, does have 12.5v with the key on plugged into the ecu. I tested it "unplugged" originally (made that mistake twice)
