    Im no lawyer but a contract is an offer, consideration (cost), and acceptance even if it’s verbal. IMHO, OP just needs to argue with the installers that cleaning the gutters to the extent that they could complete the work is part of the work. OP will need to state that the clause on the invoice about dirt wasn’t part of the verbal contract and is not a valid reason not to complete the work.
