    I know they nerfed the CC on the 2020 models. Perhaps this is a side effect?

    RCI skid plates Mobtown sliders Lots of patches and MESO stuff
    Asphalt Parking lot CC test
    Level 1 - speedo reads 0mph, very jerky, ABS noises from every wheel, buzzing, whirring, generally obnoxious
    Level 2 - speedo reads 0, less jerky, much less noise from ABS
    Level 3 - speedo reads 1, fairly smooth, occasional braking
    Level 4 - speedo reads 1-2, moves smoothly, didn't notice any ABS noises
    Level 5 - speedo reads 2-3, smooth, quiet, feels approximately like if you were just putting along at idle

    The manual doesn't list any speeds in the CC section. It does list what driving conditions for which each level would be appropriate.

    It’s because you have the pre 2020 off road. I believe Toyota screwed up the 2020 crawl control .
