Not sure I know what all of that is but thank you for the response! It’s not the brake switch or the clutch switch so I will check the clock spring next, then maybe the module

My apologies, I was able to find this but I'm not sure it works on a 95, it's listed as for a 98-2000

Well good news, today when I was driving I figured out that my cruise control was fixed somewhere between adjusting and checking the clutch switch and brake switch and tightening my throttle cable so it is firm but not super tight. It doesn’t say “set” but I think it probably just doesn’t have that on the cluster. Thanks for the help everyone! I really appreciate it

Agreed on my 96 and 2x 99’s, there is no “set” light, just the “Cruise” light. It turns on with the on/off button on the end of the stalk. Set/cancel/resume/accelerate/decelerate have no effect on the light. However if you go up a big hill and the throttle maxes out, it will flash the light, and cancel the cruise control, which is exciting at highway speeds haha
