    I have found mine to downshift on downhills while not using cruise . It seems as if I tap the brakes it will downshift .

    If your transmission is in a low RPM downhill and keeps going lower to the threshold of downshifting, that is a completely normal aspect of how a transmission works. Much the same was as slowing down on a regular road, at some point, the transmission is downshifting to match the appropriate speed/RPM.
