Just an idea. On all our fire hoses, there are these little quick connect things that make it super fast and super easy to removed the hoses. I'm sure they make them that small.

Could you possibly replace the washer between bolt and light with a short socket welded to the light bracket facing up fitting on the bolt head. Drill out the socket so the bolt passes thru freely. Push down on light and turn to desired direction and release.
