My cv axel isn’t flush to the front diff but I’m limited on tools. Any ideas on how to get it flush without taking the wheel off?

I'm not sure how to do it with the wheel still on. I usually seat them by taking the axle nut off and the CV out of the spindle then wacking the end of it with a dead blow until it's in there nice.

Is it actually pulled out? They do have some in and out play.

Agreed. That looks almost normal to me.
If that CV flange was flush to the diff you would have metal on metal contact, or the CV flange would go inside the diff and possibly bind up.
