Do my tires have to be inflated to the pressure recommended on my Tacoma (door jam) to reinitialize the TPMS, even if I have larger tires that run a higher tire pressure?

They have to be inflated to at least what the pressure was in the old tires.
I’d reinitialize the sensors for the new tires and pressure.

See page #464 of your owners manual.
