1. Does the HVAC ever stop blowing in the cab?
Details: I've turned the fan off and the temp and output selector are at the 12 o'clock positions but air is still flowing out of the vents. Thoughts?

Turn the fan all the way off, and push in the recirculation button. Air will stop

I saw the other answer posted already so I edited the post. Everything is off on the HVAC and it still pushes air. Recirculation and A/C are dark, fan is as far as it will go counter clockwise.
