My first guess would be that one of the cables is seized due to corrosion. The other one won't be able to pull the full distance because of the way the two cables are attached together in the cab.

You shouldn't be able to lock up the rear tires while the vehicle is moving with the parking brake even if everything is correct. Tacoma rear drum brakes are self adjusting and can be adjusted by driving in reverse at speed and slamming on the brake pedal instead of f_____g with the star wheel adjuster, almost all drum brakes since the 1960's can be adjusted that way, repeat the process several times with new brake shoes. Drum brakes do not have a secondary shoe for the parking brake, only disc brakes have that. The parking brake should keep the vehicle parked on a incline. With brake shoes and drums within spec - if the parking brake doesn't hold the vehicle parked the parking brake cable is probably stretched. Attempting to stop the vehicle with the parking brake will stretch the parking brake cable. The parking brake cable is adjusted under the center console as previously shown in this thread. I hate f_____g with those brake adjusting star wheels, lol, it's far easier for me to sit on my ass and drive in reverse and slam on the brake pedal.

I adjusted everything correctly. I wasn't moving but about 3 mph in my yard when trying to use the parking brake. Just wouldn't do much. I checked under the console when operating it and there seems to be a fair amount of slack there. Going to try adjusting it when I get off work. Rear brakes work fine with the pedal so it has to be this. I need this for when launching my boat. I dont want to be in one of those sunken truck YouTube videos!

When I'm adjusting a parking brake cable I prefer to do it on a hill and adjusting it until it works (adjust the cable and put it in neutral to see if it holds the parked spot). Overadjusting the cable will stretch the cable and will not make the parking brake work "better".

Just an update. This worked itself out with no further input from me.... I can only assume there was some type of "seating" that happened with the shoes? Dunno, works fine now. Thanks for everyone's input and suggestions!
