The Mazda incorrectly thought there was one thing wrong (high fluid temp) when in fact the problem something else (bad temp sensor).

I was just about to ask if you were getting "not ready" or just nothing.
The communication buss is functioning and not a bad connection (your getting data). Are you getting all the running data, closed loop, nothing missing? Values seem reasonable? Sure seems like it.
I have not heard of any oddball Toyota specific conditions that enable or prevent a "ready" status. Not saying there aren't any but not to my knowledge.

As long as the observed value, right or wrong, for coolant temp is over 176F, that's enough for closed loop it is also the default ECT set for fail safe mode.
I concur about things pointing towards the ECU. I am not going that far out on a limb just yet but it might be time to start "casually" looking for an ECU to swap or maybe get a diagnostic read from another party with different equipment although both you and the emissions testers seem to be seeing the same thing.

Speed sensor working? It seems as if what ever the problem is, it's across the board with the monitors.

My original question was with respect to my monitors not being ready. But in doing some research and some tests I found the odd ecm symptoms.

I don't see what else it could be. How can just one part of the ecu be bad?

I think my point was missed. The ECM is seeing an acceptable number from the temp sensor to allow closed loop and readiness tests. It could be off but it matters not as far as the OP's suspected problems with the ECU are concerned. The ECU is seeing a reasonable temp value (right or wrong) and that's all that matters. I would keep looking.

The ECU is made up of numerous circuits/circuit systems. Some are electrically entwined some are not. It is entirely logical that one single failure in an internal ECU circuit/circuit component dealing with trouble codes/readiness tests/drive cycles may not have any effect on the actual running of the engine.

    What engine is this?

    The engine is a 3.4l v6 in a 01 Tacoma manual, 4x4.

Are you the original owner? Could the previous owner had altered the ECM, wonder if you can get it re flashed or purchase a replacement?

I am not the original owner. I don't think so, when I looked behind the glove box for the ecm everything looked undisturbed. No screws or bolts missing/rounded off. I'm looking to see if a shop or the dealer will reflash it for me. But I think I hit a dead end.
BTW I tested the coolant temperature sensor using the chart provided by Billybob50 value were spot on. Sensor is fine.

If the previous owner had it reprogrammed, all is needed is a cable and computer to do the work. This is probably your problem since it doesn't recognize some of your sensors.

I feel your pain. You have a sucky situation and mostly all just to pass a test.
