Electrical problem with wife's 1999 Rav 4

    So my wife's 1999 Rav 4 is having a challenging electrical problem. This is related to lighting only, nothing else.

    The headlights work just fine. Brake lights work just fine.

    However, tail lights do not work at all. Absolutely no lights inside the cabin works: no dash lights, no ceiling lights, no power to cigarette lighter.

    I followed the owners manual and checked every fuse in all 3 fuse boxes that are listed in the manual. I replaced all fuses, and used my multi-meter to validate tat all fuses are in-tact and working normally.

    Is there some sort of "master" fuse that could be blown, and thereby affecting power to so much of the car's lighting system?

    Unfortunately not in a position to take it into a mechanic for a full diagnosis right now, was hoping I would be able to fix it myself. $$$$$$$$$$
