Emergency Brake issue

    I have a 2011 4dr TRD offroad Taco. I live in Germany currently and am going through the process to register my vehicle, which requires an inspection. During the brake inspection, my truck failed due to the e-brake grabbing significantly harder on the right side. There is no issue with the brakes using the pedal though.
    I had a local shop open it up and check it out, finding no issues. They attempted the normal adjustment under the center console and that didn't work either. On visual inspection I don't see anything wrong with the e-brake cable for either side and when looking at the mechanism under the center console, it appears to pull evenly on both sides.
    Is there any way to adjust just one side of the e-brake only, or do I just need to replace the cables and try again?
    Again, the extreme imbalance only occurs when using the e-brake, perfectly balanced when using the pedal brake.

    BUCKLE UP! It makes it harder for Aliens to pull you out of your Truck.
    My right cable was broken. Use a Toyota cable as apparently aftermarket cables length may not be quite correct and it needs to be. Good luck!

    Are the shoes contaminated with gear oil on one side? That'll make them sticky

    I don't see any mention of adjusting the star adjusters on each side.

    Crawl under grab that side cable by the backing plate. Can you pull it away from the backing plate.

    our inspection here only requires parking brake to hold vehicle even if only one is working

    I would adjust both sides rear brake IAW Toyota Specs and then see where it is. It seems one side is adjusted correctly and the loose side is not.
