Entune: Phone needs hotspot activation for web apps??

So I'm able to use my phone for calls and streaming audio but it won't connect to any of the other apps. I've already created accounts and synced them with Entune on their website.

I've search and read two things.

1. That the phone needs hot spot activation from my carrier, which is $50 or something and there is no way I'm paying for that, especially when I have unlimited data...

2. I've read that you might need to hook it up via USB prior to starting the car to make it work. However I'd like to be able to use it without being tethered.

I'm using an iphone 4S w/ ATT.

Any advise?
