You can use "isblank" and "not" functions along with IF() to check the contents of a cell.

IF(condition, if true do this, if false do this)

IF(ISBLANK(A1),do something if A1 is blank, do something else if it's not blank)

Or you can add a Not function to reverse the order
IF(NOT(ISBLANK(A1)),do something if A1 is not blank, do something else if A1 is blank)

Okay, Rob's suggestion helped me out part ways... That allowed me to get my estimated grade figured out. Mark's solution gave me the "answer" I was looking for, but he assigned a percentage value to every score. I still cannot for the life of me get it to calculate my percentage based on the scores I already have. The only number I need this to calculate would be my overall % (Cell D32)... WTF

    Okay, new question...

I am not really sure how to word this, but here is what I have got... I have the fields Precinct, Population, # of Violent Crimes, # of Police Officers.

I have already calculated additional fields out to population per police officer and crimes per police officer. Without adding officers, I need to ensure that no precinct has no more than 1,100 residents per police officer and no precinct has more than 7 violent crimes per officer. The department will transfer police officers from precincts that easily meet these goals to precincts that violate one or more of these ratios.

A suggestion I got was to use "goal seeking", but I am unfamiliar with it. I tried it, but it will only look at one cell at a time so I don't know if it will help me. Any guidance?
