What does this area look like when stuff isn't missing? The truck was missing the little tool bag and I got one on Ebay, now wondering how it is normally mounted. The little jack is also a little loose in the mount, is that normal?

There is a rubber hold down that fits the exposed metal bracket. You put the bag on the bracket and use the missing rubber strap to hold it there.

Yup, as @BKinzey said, the rubber strap is missing to hold down the tools, and you are also missing a metal strap that holds the jack in place. When the jack is in place, I also extend it into that cover so is doesn't rattle around.

You might stick a piece of a bungee cord through that whole and tie it into a loop and put the bag in it and pull the bungee over the other side of the bracket

Thanks. Maybe I'll go to pick-a-part and see if I can find that stuff.
