    I think I know what your talking about. I had one west of vault 111 under or near a power line there was a stand. Some times there has been a trader there, other times not. And just past that there has been a small group of raiders living under a power line

    Really not hard. Have armorer skill and it makes ALLLLLL the diff

    Take heavy combat armor and/or heavy metal armor and crank it up

    Oh yeah , last night I did a bit of an experiment and climbed up on the elevated highway near Graygarden , and you can scrap vehicles and tires on the highway so I presume you can build up there too

    Yes. I started the same way you did, but when I modded the metal up I get these stats, so I swapped to them. Looking for the legs now, to see if its true for them as well.

    Lvl 13 and just made it to diamond city. Think I'm going to abandon the main story line until I get to about lvl 30 and then go after it, maybe I can pick up some more heavy metal armor and just not use power armor as much this play through.

    Yep, it's a step up from sturdy, just like the combat armors. Get it from the named or special raiders (similar to getting the heavy combat gear from Gunners)
