So I have always noticed on the road when I either get pulled over by a cop, or cross one of those radar signs that give you your speed that I am consistently almost 5 mph under what my speedometer says. I have 31's on the truck so I would think this would maybe be opposite of what it should be since they are larger than stock? Any reason's this might be?

Speedo reads a bit low from the factory. The ODO is accurate however.
