Any legit tire shop that cares about its business and customers should make it right by swapping you a new set of tires. They can easily do this with likely zero cost to you and them since it's a manufacturer's defect of the tires. If the tire shop gives any difficulty, I highly recommend calling Toyo Tires to voice your complaints. 800-442-8696. Tell them about your whole ordeal and there's a good chance they will make it right. If you do get a set of tires out of it, avoid the small local shops at all costs. Take them to places like firestone, ntb, or discount tire. I have always bought my tires from DT and have swapped out several sets after a few weeks of driving because I didnt like the ride or vibes and they have never charged me a dime.

90% of tire issues can be fixed by proper mounting on the wheel and proper mounting on the vehicle.
    1. It's important on truck tires that the bead be generously lubed so it's allowed to move around as its aired up, after the bead seats. Find a specialty shop that uses the paste type lube, not water/soap lube. And lube both surfaces of the bead. Sounds stupid, I know. But for out of round issues, they can be fixed most of the time by remounting the tires properly. And a good shop will mark mark the high spot, rotate the tire on the rim and check to see if high spot moved. If it moves, it's a mounting issue. If it stays in same place on the tire, it's a tire out of round.
    2. New vibration issues with "new" wheels can be caused by not being centered on the hub. Aftermarket wheels generally don't have right size hub hole. The wheel has to fit tight around the hubs. If its being "centered" by the lugs, that can cause vibration issue as well. Look up hub diameter of wheel and compare to vehicle. If not tight tolerance, the tire shop can get right size concentric rings take up the gap.
    3. This also applies to when they balance the wheel. They must center the wheel on the balancer by using a cone on the back of the wheel, not the face of the wheel. If the wheel takes a lot of weight to balance, the tire needs to be taken off and rotated on the wheel. Marking the heavy spot and see if it moves. Then putting the heavy spot on the valve stem hole. Although if the wheel has pressure sensor in the stem, the you out the heavy tire spot opposite the stem. Most places don't do any of that. The large chains, with Timmy from high school mounting tires, definitely don't do any of this. Good shops are more expensive, as you can see, removing a tire 3 or 4 times each, is time consuming. But is the only way to do it properly.

20 yrs in tire biz, most vibration issues where corrected with those steps.

I did not get these from a mom and pop shop lol I got the from a chain shop southwest tire and will NEVER go back to them. The road force balance I just had done took ALOT of the shake out it only does it at 70 now for some odd reason. He could not get my back ones bellow 20-30%. I want a more aggressive tire so I’m just going to ride these out. That’s the only reason I’m not going to fight this tire shop again. I have stock rims so should be no problem with the rims. And they are new stock I bought them off a guy who had taken them off at the dealership the day he bought the truck.

Speed sensitive vibes are almost always tire / wheel balance or defect issue as proven by the road force balancing. I will still suggest you call Toyo Tires to voice your experience with the tire shop. I truly beleive that they will side with you in making it right. Those tires you have chosen are very popular and should've not cause the issues that you have been dealing with.
