Do I need to remove the bed or drop the tank to replace the filler neck?

I think you can do it by removing the fender liner.

In case you don't have an image, this is from 2003 service manual. You should be able to get it out without removing either. Remove the shield and the hose clips and pull it loose from the tank

Yes, pull plastic fender liner and remove the filler from there.
