Can I just spot treat small amounts of slight surface rust on the frame? I was thinking of just cleaning off the areas and hitting it with a rust neutralizer wherever I see surface rust on the frame?

I recently used a wire brush on some spots that had surface rust amd then sprayed them with a couple coats of rustoleum. Should last me a while.

^This. Wire brush and rustoleum work wonders. I always give it a good look over every time I change the oil - moreso when we were stationed in MD and NY. Now, not so much because back in South GA. Never had any problems whatsoever.
