How do I flip this alignment cam so that it's not upside down? I've loosened the bolt, but it will only rotate around so far before it stops.

You may have to just fully pull it out and reinsert it where you want it.

That front one is usually the one that seizes is everyones trucks. If you can't spin it it's seized in there. The common solution is to cut it out and replace the lower control arm or replace the bushing (but thats usually too far gone to make it worth it.

One of the reasons you might have a difficult time with it is you’re fighting the tire gripping the concrete. Try jacking up the truck to the tire is off the ground. That might help. If it’s still giving you a hard time it might be seized.

Aside from that- why do you want to flip it around? There’s no harm i leaving it as is. whoever added those alignment marks probably put it that way on purpose.

    I was afraid of that.

It's a fresh control arm so I don't think it's seized. Perhaps I just need to jack it up and relieve some pressure?

Thanks, having trouble getting a proper alignment, and thought it could be a culprit, so I'm, probably stupidly, attempting to align it myself.
