    it's the gun buy back program, kinda like kicks for guns. We usually destroy them. some agencies may sell the good ones with clean serial numbers. usually get destroyed though. it is designed to take guns off the street thus lowering violent crime. People ususally turn in crap they found at the bottom of some lake. The real bad guys usually keep thier guns for work related functions
