This is not true. Most if not all, 2nd gen and later Tacos are factory set for the low beams to turn off when the high beams are on. Low Beams and High Beams are NEVER on at the same time, unless someone modded their vehicle...

The low and highs do not run simultaneously on vehicles which utilize dual filament headlight bulbs like the 9003/H4 in the 1st and 2nd Gens. Igniting both low and high in a single bulb will overheat the bulb. In 3rd Gen, the low and high beams use separate bulbs and optics. The low beams remain on with the high beam, as they can operate independently unlike dual filament bulbs.

Edit: Note that I did not create that Amazon link in my post. That seems to be autogenerated and linked to an atrocious product. Will tag a mod.

It's pretty easy to do. I do it to all of my cars so on dark roads I can have maximum light. (No I don't use my fog lights and high beams when it's foggy)
All you need to do is wire a relay for the the fog lights and tap the high beam power light. With your fog lights on if you activate your high beams it sends power to the fogs and then all four stay lit. You can still turn off your fog lights with the factory switch.
