Didn’t they address that last year somewhat?
IMHO you need a culvert and pipe across your drive.

There is a culvert under my driveway, right behind the mailbox and about three feet down level with my lawn. The shoulder has worn away so much that the water doesn't run over it and down to the culvert, but rather down the worn shoulder until it hits my driveway and makes its escape.

I could take a shovel and cut a sluiceway into the shoulder to funnel it down to the culvert, but I'm worried about uncontrolled erosion then and being liable for that.

There be echoes of Joseph Heller again "That's some catch, that Catch-22." The last Joseph Heller book I read was "God Knows" that was written as an autobiography of King David. It's Biblical!
Worked three hours this fourth day of the week as three of us put a coat of finish on the gym floor, a new one-coat water base product that we'll close the gym for three weeks (though it might be ready in three days, we plan to leave it alone since this gym is used for other school activities including concerts, plays, and tracking in gravel from the playground). Next week, I'll only work 2-1/2 days 6-1/2 hours each... This afternoon, my SIL locked a set of keys in the '07 Mal'bu and fortunately lives just a several blocks away, when I took the master set over and unlocked the car, I told him that I locked the Tacoma keys outside the truck yesterday as they weren't in my pockets when I left school at 2:30. I cracked the outside door, looked down the street and they were hanging in the passenger door, where I'd left them after grabbing this month's Bugle magazine to read during our lunch break. I love my neighborhood!
