Pull the rear garnish off. I'm guessing a few screws behind a vent panel or 2 then the rest should just be some friction pins holding it on....similar to a door panel. Maybe you can manipulate the mechanism that way

 

I have to remove the plastic carpet holder, trim pieces, to lift the carpet. Then I should be able to see the lever assembly.

The seat frame, the rust is starting to flake off. I really don't want to touch the seat.

I had someone call the dealership. They were quoted $800 for the lever.

 

pull the sill plate.
Pull up the carpet and remove the lever assembly. grab the cable and disconnect. Pull on the cable to open

 

Is there enough room to remove the assembly without removing the seat?

I read on the Rav4 forum that someone gad to remove the seat.

For the sill plate, Do I have to use any tools to pry off the sill plate or just bare hands?

I put a tow hitch on my wife's '01 2 gen. I had to remove the rear compartment side garnishes to route the wiring harness. Been 20 years ago....but I seem to remember seeing the cable and mechanism behind the fuel inlet when I had it all apart. I don’t recall removing any seats

It's snowing a bit right now. We had a dusting in 2010 on Christmas. But the last measurable snow that I remember on Christmas was 1989. Snow just doesn't normally happen in December 'round here. Suppose to get really cold tonight....15°. So maybe we'll have a semi white Christmas morning

 

Crazy...nearly 50 here and the snow is melting rapidly. Supposed to warm up further tonight/tomorrow with heavy wind & rain tomorrow. 65+ gusts out of SE along the coast and 45+ inland. Calling for power outages.

 

We were upper 50s yesterday and upper 40s over night. Rain came in last night as well. Temp plummeted this morning with gusty winds. Rain to snow now
