When I was checking out my “clunk” brake pedal noise I replaced my brake light switch and also bought a new spring in case I needed it. I had to go out and search the garage but finally found it. That little piece of rubber/plastic just slides inside the brake pedal return spring and doesn’t do squat in my opinion, I was able to pull it out from the inside of the spring without any trouble.
I do believe that’s what you have there, here’s a picture.

It's supposed to stop the noise from the pedal return spring. On some cars the noise is more noticeable.

If your truck was built in Mexico a worker throws it in the truck before the truck will go out for shipping. It is called a Yankee confusion Plug. If you truck was built in Texas the Yankee Plug was probably missing since they did not could figure out what it is for.

I suspected it had something to do with the brake return spring but didn't didn't know how it fit, and honestly I didn't give it too much thought. I have a very faint "tung" sound when I first mash down the brake pedal when starting.
