I get my truck frame oil sprayed every year.
But now I have my bed removed and I was wondering if it would be a good idea to clean the oil off and put Rust-Oleum on the frame. Then after the Rust-Oleum dries get it oil sprayed over the Rust-Oleum

Good idea. Degrease well and put the time in prep. I like POR 15. It’s lasted longer then all the other stuff. Once hardened then you can spay you perfected juice.

That's going to be a royal PITA to properly degrease so that the paint sticks everywhere it should. Seams and corners are going to be really hard to get all the oil out and the paint won't stick. Might be better than no paint but if you are already doing the oil, the paint isn't near as critical IMO.
