I just recently purchased a 96 tacoma 4 cylinder 5 speed and i was told that i can bring it in to get the frame tested on it for a possible buyback? I was just wondering do i need to own the truck for a certain amount of time before i can bring it in or do i need to be the original buyer? Thanks for the help.

Just call your local dealership and ask them.

I have heard that you had to have it checked by a certain date, but I have also been told by my friend that works at my local dealership that they have been taking them no matter what, as long as the frame is rusted.

Nope as long as you take it in inside of 15 years from the original purchase date it doesn't matter if you're the 1st or 50th owner.
