Frame Rust Bad Enough for Safe T Cap?

    My frame is nowhere near this bad, as far as the front by the CATs go theres only one place where it is rusting from inside out.

    This thread did not show the part they cut out before installing the safety cap.

    So I am wondering i was thinking of cutting open the boxed part but if the rust is not hardly even rusted through yet from the inside out is that really necessary and is mine even bad enough for safety caps?

    Issue is if i don't cut it it open how can I remove the rust that is inside?

    Do not want to cut it open if its not that bad but I also would like to stop the rust getting worse.

    What do you all think?

    Below is mine


    Under the duck tape there is factory rectangular hole where can tell pieces inside are delaminating flakes but only part thats can be viewed from outside almost all way through is the rust spot above the tape.
