I recently made a new stock bumper for my truck, and I used all OEM Toyota parts excluding the bumper valance cover panel, bumper turn signals, and bumper end caps. I got the valance panel and chrome bumper end caps off Carparts.com and it wasn't too expensive, and the turn signals off eBay. Its up to you, but I recommend that you try and stick to Toyota OEM for the rest, if not all of the bumper because using the parts from carparts.com, I did have to modify to get to work. The bumper valance panel I had to file out the bolt holes larger so they would align with the bumper end caps, and the bumper end caps I had to bend to also get those holes to line up and so there wouldn't be a large gap between the bumper valance panel and the end cap, ill leave a picture of what I mean of that gap below. Ill give you the total cost along with part numbers to rebuild your bumper, but keep in mind this includes some misc. parts I believe so keep an eye out for that. This total cost excludes turn signals, shipping and tax. Also please verify these parts that are listed fit your variant of your truck, as mine is also a 2000 but there are different variants of bumpers. Also was $700 from the dealer for the whole bumper assembly? Hope this helps! Link

Remains to be seen I bought the tires and wheels the rest came along
I might have a front bumper cover(2000) I am not sure if it was thrown out.

I need to see if I can find it.

I have no idea what shipping might cost.

Did you check rock auto? I bought a new rear bumper as well as all 3 pieces for the front bumper (Valance panel, bumper, and bumper cover) for my 03, 2wd, regular cab.

    Bumper: $101.79
    Valance Panel: $22.79
    Bumper cover: $48.79

Shipping wasn't the cheapest but it definitely beat $700 and some of the pieces don't come with hardware but that's assuming you use the old hardware.
