I'm setting up a roof rack to carry a small but long boat (15 feet long very fat flat stern canoe) and need some sort of tiedown in the front.

Going from the recovery point or transport tiedown underneath isn't really an option as I don't want to run any lines along the front of the truck.

Does anyone make any tiedown points that protrude from between the hood and fenders?

It's a work in progress. See my build thread.
If you haven't made changes, you can install a front hitch receiver (Curt Mfg 31075), then use a boat bar.

that could work, would have the boat farther forward than I'd planned though, which could be ok.

When I strap my canoe down, I don't use front or rear tie downs, just two in the middle. One at the front of my rack and one at the back. Wish I had a photo but apparently not...

In my experience, front and rear tie downs flex / stretch too much to actually be secure.

When I strap down my canoe i use my winch line as the front tie point. It's thin, doesn't stretch and the canoe isn't falling off.
