I need your help Ambiguous :)

I at first had occasions where the right light wouldn't come on, now it's random on left and right, but very rare. Someone had explained exactly why, but I forgot what he said (I'll ask him again tomorrow).
The other issue is that I passed safety last year, but now some gomer at a chain safety/emissions place tells me all HID are illegal; I told him that means HID in reflector mounts and to look at the wording "headlight must be able to be aimed" He stuck his finger up his ass and walked in circles around the conversation, so I asked him if all HID's are illegal, why do newer cars come with them? He said he isn't a lawmaker and doesn't know.

Specifically he cited Federal Standard ( 49 CFR 571.108 S7.5)

He said "you could just put your oem's back in" and I said "no, I'm not putting those back in, only to leave here and go home and put my projectors back in."

    Fucking nerd

I know you asked for Burt, but maybe I can help.
Honestly, just check all the wiring. I don't know how you have your ballasts mounted, but the wire harness clips can slip off the ballasts slightly and cause the loss of contact randomly. So I'd make sure they are connected securely. Check the ground and power source as well. I can't remember if the HID kit Burt provides has a wire harness that draws power from the battery to power the ballasts rather than using you stock wires for the power drawl. But make sure those are all connected as well.
I have installed many HID kits from several different brands. Usually it is just a loose connection or you overlooked something that causes a problem.

    Goodluck
